US News Honor Role of State or Local Health Insurance Plans
US News & World report published a health insurance honor role in 2007, and that looks like a good place to start. Now keep in mind, not all of these health insurers will be available to everybody. You can see that Blue Cross of Mass. has been mentioned on both lists. But the issue you have is that Blue Cross of Mass. is not the same company with the same plans as Blue Cross of Texas or in any other state! They will have different management and plans, and all features may not be the same across state lines.
